Michael Gagner

ERS provides comprehensive CDBG-DR and HUD case management services to help survivors rebuild their homes destroyed by natural disasters, ensuring access to critical funding and resources for recovery and restoration.

As North Carolina’s State Deputy Chief of Resilience, Michael was responsible for developing and guiding the state’s administration of $500+ million in disaster recovery and hazard mitigation resilience. He also served as a wildfire disaster recovery specialist and led a team on the first CDBG-DR wildfire housing recovery program. He is passionate about making a positive impact for the clients, communities, and survivors he serves.

Michael provides disaster recovery solutions to government and private agencies across the U.S., with experience in federal and state contract capture, delivery, and grant management. He specializes in disaster recovery, resilience, and mitigation for wildfire, snowstorm, flooding, wind, and hurricane events. He holds a master’s degree in justice administration and multiple certifications in customer success management, project management, six sigma, business administration, and advanced federal financial management compliance.

Michael has various professional awards and certifications from HUD, FEMA, and the Department of Justice. Additionally, Michael is honored to have been a keynote speaker and recipient of State, County, and local appreciation.

As the President of ERS, Michael leads a team of experts who serve first-time and consecutive disaster impacted grantees with compassion, collaboration and professional guidance.

Kelli specializes in treating adults and children suffering from anxiety, depression, substance abuse and post traumatic stress disorder (PTSD) and training therapists in the field of mental health.

In CDBG-DR and HUD case management services, the role of a case manager is to coordinate resources and provide tailored support to disaster survivors, guiding them through the recovery process while addressing their unique needs.

with a diverse background in trauma, crisis response and counseling, Kelli has devoted her career to rebuilding mental health resources with a community-based approach.

Kelli obtained her graduate degree from George Washington University in Washington D.C., with a heavy emphasis on trauma and diversity. Kelli has a strong interest in cultural diversity and community development. While in graduate school, Kelli traveled to Chennai, India, offering counseling and art therapy within a homeless shelter and elementary school. Kelli also lived in Thailand where she worked as a teacher for an elementary school in a town called Kanchanaburi.

Kelli moved back to her hometown and opened a mental health private practice with a team of therapists that specialize in anxiety, depression, trauma and addiction. Aside from typical counseling services, the practice’s niche is art therapy. The company offers art therapy and counseling groups within their community to encourage emotional wellness within a comfortable setting. Currently, Kelli’s practice partners with the local establishments to offer art therapy and counseling at a veterinary hospital, elementary school, addiction facility and pop-up events at an array of small businesses. To Kelli, it was important to lessen the barrier to mental health by also bringing therapy outside the office.

as the co-founder of ers, kelli believes in the strength amongst communities. In order to best support and foster resilience in our survivors, Kelli designed a signature training to educate her team on the importance of empathy and connection.
